What is the biggest limiting factor in Web services QoS, as you see it?

It is hard to point out "the biggest limiting factor" in Web services QoS.
Like any technology, Web services technology is evolving (and fairly
quickly) to meet the enterprise needs. In order to ensure interoperability
and plug-and-play choice for customers, it is critical that this progress be
standards based. If anything, incomplete/immature standardization in some
areas could be considered as the biggest limiting factor today. Fortunately,
work is in progress and gradually we will see maturity in both
standardization as well as implementation/adoption. It is however important
to note that the technolgy needs to be adopted (by enterprises, vendors,
consumers, etc.,) to force a quick timeline on some of these standards
efforts. In fact, one should endorse standards efforts where reference
implementations from vendors are an integral part of their contribution to
the overall standards work.
