Do you believe the WS-Reliability spec will solve key QoS issues with Web services?

WS-Reliability addresses some of the core QoS aspects as they relate to
reliable communication over un-reliable transports. In particular, this spec
addresses the guaranteed delivery, elimination of duplicate messages,etc.,
Web Services QoS not only includes reliable messaging but also other
attributes like service availability, service level assurances/agreements,
authorization, access control, etc., Hence, to cover the entire spectrum of
QoS attributes, multiple standards are required. These include core Web
services standards as well as management and security standards. You may
want to note that some of the advanced B2B protocols such as, ebXML,
BizTalk, Rosettanet, have had some of these features built into their
specifications for years. Current and emerging standards are now extending
these capabilies to a wide spectrum of Web services ranging from simple
synchronous RPC style services to multi-party B2B handshake via asynchronous
Web services.
