This might be a dumb question, but why is it a big deal that OASIS got BPEL4WS jurisdiction over the W3C?

Giving OASIS the jurisdiction over BPEL4WS rather than the W3C which already formed a working group with a seemingly similar charter, is undoubtedly raising the question "why" in the eyes of observers. IBM and Microsoft, the original authors of the BPEL4WS specification, maintain that OASIS was chosen due to its focus on technical issues related to automating business processes, where the W3C is involved with lower-level Web services infrastructure technology, such as SOAP. The current stand is that the efforts at OASIS will be complementary to W3C's efforts.

Some vendors voiced other opinions respecting the matter, likely contributing to questions about the decision. These vendors perceive the W3C as having rigorous processes and standards for creating and releasing specifications while OASIS is perceived as more lenient and less conservative about what's released. However, regardless of the above doubts, the move to submit BPEL4WS to OASIS represents a very important milestone to drive Web service orchestration to consolidation and mainstream use based on its broad vendor feedback and support under the umbrella of a respectable industry standards organization.
