When planning on using emulation in order to simplify complexity or replicate the behavior of systems that are outside the boundaries of control, one needs to be able to create the emulation stubs quickly, and be able to manage them easily over time. For example, if there is a new field that is returned in the response of a service, then your emulated environment needs to be easily updated. Also with many SOA systems using JMS or other asynchronous messaging methods besides SOAP over HTTP based Web services, there is a need to be able to handle these in order to fill the various gaps. As far as products go, I recommend Parasoft SOAtest because I've seen it prove itself in the real challanges that people face when it comes to SOA quality.
