I need to convert a WSDL document to UDDI during runtime. Is there a document that explains how the WSDL4REG tool will convert a WSDL into UDDI file through command line?

Unfortunately, the WSDL4REG project seems to have died out. The Eclipse Web Tools Project includes an online registration wizard (part of the Web Services Explorer tool). I don't know if it's available as a command line tool, though. (It's open source, so I'm sure you can repurpose the code if it isn't.) The best registration utility that I've seen is from Systinet -- it's called wsdl2uddi. It conforms to the "Using WSDL in a UDDI Registry v2" technical note (which is a superset of the "Using WSDL in a UDDI Registry v1.08" best practice document). The wsdl2uddi utility supports both UDDI v2 and UDDI v3 registries, and it can work with any registry, not just Systinet's registry. The utility is available with Systinet Registry and Systinet Server products, which you can download for free. I suggest you contact Systinet to determine whether you need to purchase a license just to use the utility.
