Do you think there will ever be a widely available CLI engine that would run on a platform other than Windows?

I doubt it. Microsoft derives the majority of its revenues from the Office application suite and from operating systems. There are few practical, non-fairy-tale, paths to a future where applications written for the Microsoft platform port and work equally well on any other operating system. If applications written targeting Mono on Linux, for instance, started to succeed Microsoft would likely initiate patent infringement suits. Whether they were valid or not would be irrelevant as the legal defense process itself would likely crush any promising emerging competition. Mind you these are my not so humble opinions.
