I understand the benefits of services-oriented management, but how easy is it to implement a services-oriented management solution?

Services-oriented management can be easily implemented in an iterative fashion, without disrupting your existing operations and infrastructure.
The first step is to identify services within your infrastructure, and to begin the process of gathering QoS metrics. This information may be used to understand the levels of performance that each service currently delivers, and may also be used to set QoS expectation levels throughout the enterprise.
The next step involves managing the service delivery expectations both from a provider's point of view, and a requester's point of view. Expectations may be written down and implemented as a type of delivery contract between the requester and a provider for a particular service. The contract may formalize delivery terms such as cost, response times, availability, reliability, etc.
The last step is usually the step with the most benefits to an enterprise, as it enables an enterprise to create a dynamically reconfigurable service delivery framework that combines business rules with QoS contracts to determine how each service request should be processed.
