Will we be able to add SMS functionality to this application using SMPP?

We're developing a Web application to which we want to add the functionality of being able to send SMS messages and receive replies to those messages. The application is being developed in Flash (ActionScript) with a multi-user server. Not sure if we'll be able to add the SMS functionality to this application using SMPP?
