What is it that resolves connections between two XML documents at parse time?
Parsing takes place against one logical document at a time. That document can be made up of a number of physical streams of data know in XML as "entities". Not all parsers handle so called "external entities". Those that do include some form of entity manager to handle locating data from entities and feeding it to the XML parser.
