What does this error message mean?

I am getting get the error message "Publishing service interface ... <<< Service interface http://localhost:80/NewTesting/NewTesting_Interface.wsdl was NOT published. >>> com.ibm.uddi4j.wsdl.definition.InvalidServiceDefinitionException: Could not read WSDL service interface document: http://localhost:80/NewTesting/NewTesting_Interface.wsdl" when trying to run a Web service. Can you help with the error?
InvalidServiceDefinitionException could mean that your Web server cannot find the WSDL file. Check your Web server's configuration for the valid hostname, port and Web application context.
