Is it possible in XML to call an image such as C:sig.bmp?

I'm using a PO written in XML. The data is passed to the XML via C++. I am just trying to add an image that will print (actually a jpeg of a signature). Is it possible to "call" an image such as C:sig.bmp?

XML is a data format, not a program. You can create markup to describe images but application processing of that markup is not part of XML itself.
