Is Web services integration mandatory for EJB 2.1-compliant application servers?

Is Web services integration mandatory for any EJB 2.1-compliant Application Server or is it an optional feature that the vendor of the app server may or may not implement?
According to sections J2EE.6.1.1 and J2EE.6.1.2 of the J2EE 1.4 specification; implementations for the JAXP 1.1 API, the JAXP 1.2 API, the Web Services 1.1 API, the JAXR 1.0, the JAX-RPC 1.0 API and the SAAJ 1.1 API must be provided by J2EE containers.
