Both JSP and PHP are excellent technologies for server-side XML parsing and processing. Decide on which is best guided - not by a blow for blow comparison of JSP and PHP - but by considering the overall environment in which the system will run.

For example if technologies such as Apache, MySQL etc. feature PHP might be an ideal fit. If technologies such as JDBC, EJB's feature, then JSP might be a better way to go.
