WASP Server, Advanced Edition supports SOAP w/ Attachments, although it doesn't provide direct support for the ebXML Messaging protocol (i.e., the innate ability to process the ebXML manifest and security framework). But the WASP framework does supports plug-in modules for multiple XML protocols. We currently support SOAP 1.1, and we're building support for SOAP 1.2. Additional plug-ins could support XML-RPC, ebXML Messaging, or pretty much any other XML protocol.
